This issue reviews the background of the newly appointed director (Luis deBaca) of the U.S. Justice Department's Office of Sex Offender Sentencing, Monitoring, Apprehending, Registering, and Tracking (SMART) and outlines the goals he envisions for SMART.

Abstract

Prior to being appointed the SMART director, Luis deBaca served as the Ambassador-at-large for the State Department's Office to Monitor and Combat Trafficking in Persons. He coordinated government activities in the global fight against this transnational crime. He has been the SMART director since being appointed by President Obama in November 2014. He has set a number of priority goals for the SMART Office during his tenure. First, he wants to continue the process of substantially implementing the provisions of the Sex Offender Registration and Notification Act (SORNA). This involves implementing a comprehensive set of minimum standards for sex offender registration and notification in the United States. Currently, 17 States, 74 tribes, and 3 territories have substantially implemented SORNA. Second, he wants to assess new ways to address sex offender management and even prevention of sex offenses. A third goal is to assess all of the current research, policy, and grant-making processes, so as to determine the most effective ways to protect the public from sexual victimization and reintegrate sex offenders as responsible members of a community after they have completed their sentences.
